
Mike Eastland has been Executive Director of the North Central Texas Council of Governments since Dec. 1, 1992. Eastland's public management career spans 39 years of service in Texas and includes: Assistant to the City Manager in Wichita Falls; Deputy General Manager of the Gulf Coast Waste Disposal Authority in Houston; Assistant City Manager, Richardson; City Manager of Killeen; Deputy City Manager in Waco; and prior to joining NCTCOG, he was City Manager of Carrollton for 8-1/2 years.
Eastland has a Bachelors Degree from the University of North Texas and an MPA degree from Texas State University where he was named a Distinguished Public Administration Alumnus in 1993. He has also attended the LBJ/Texas City Management Association's Public Executive Institute. He is a member of the International City Management Association and served on its Executive Board from 1995-97. Texas Supreme Court Chief Justice, Tom Phillips, appointed him to the Judicial Committee on Information Technology. He served on the Texas City Management Association Board in 1983-84 and from 1987 to 1990 and was President in 1989-90. He is also Past-President of the North Texas City Management Association, and formerly sat on the Board of the State Commission on Fire Protection Personnel Standards and Education.
